Infrastructural Projects on Highways of Make in India
INDUSTRIAL CORRIDOR
SUMMARY
Five industrial corridor projects across India have been identified, planned and launched by the Government of India. These corridors are spread across India, with the strategic focus on inclusive development to provide an impetus to industrialization and planned urbanization. In each of these corridors, manufacturing will be a key economic driver and these projects are seen as critical in raising the share of manufacturing in India's Gross Domestic Product (GDP) from the current levels of 15% to 25% by 2025.
Smart Industrial Cities are being developed along the Corridors.
These cities are being developed to integrate the new workforce that will power manufacturing and will lead to planned urbanization.
DELHI-MUMBAI INDUSTRIAL CORRIDOR (DMIC)
The DMIC project was launched in order to create new manufacturing hubs and smart industrial and investment regions. DMIC Development Corporation Ltd. (DMICDC) is the knowledge partner and implementing agency for the project. DMICDC has been registered as a company with 49% equity of Government of India, 26% equity of the Japan Bank for International Corporation (JBIC) and the remaining held by the financial institutions. The Japanese Government had also announced financial support for DMIC project to an extent of US$ 4.5 billion in the first phase for the projects.
The DMIC project is aimed at creating futuristic industrial cities by leveraging the high speed, high capacity connectivity backbone provided by the Western Dedicated Freight Corridor (DFC) to reduce logistic costs in an enabling policy framework. These cities in the States of Uttar Pradesh, Haryana, Rajasthan, Madhya Pradesh, Gujarat, and Maharashtra will seek to create a strong economic base with a globally competitive environment and stateoftheart infrastructure to activate local commerce, enhance investments and attain sustainable development.
The master planning of these cities is founded on key sustainability concepts and use of cutting edge technology to compete with the best manufacturing and investment destinations in the world.
CURRENT STATUS:
1. Perspective planning for the entire DMIC corridor has been completed;
2. Subsequent to the perspective planning, master planning and preliminary engineering has been undertaken for the nodes/cities identified as part of phase1 of DMIC corridor i.e. States of Gujarat, Maharashtra, Madhya Pradesh and Uttar Pradesh.
3. All the utilities namely, storm water drainage, power, ICT, city-wide gas (cooking gas) sewerage etc. have been planned below the ground. In addition to the above sufficient provisioning in terms of empty conduits is being considered to avoid any digging up of roads in the future.
4. During the preparation of preliminary design and engineering of the trunk infrastructure, benchmarking against the best global practices has been undertaken for the provision of stateoftheart trunk infrastructure.
5. Accordingly, before initiating the implementation of various trunk infrastructure components, the following project developmental activities have already been completed for most of the states across the DMIC Region:
Preparation of perspective planning for the overall DMIC Project. Completion of physical master planning for identified nodes in Phase1. Completion of digital master planning for identified nodes in Phase1.
Completion of environmental impact studies and approval for environment clearance from Ministry of Environment and Forests. Completion of feasibility and/ or prefeasibility studies for various early bird projects.
Completion of detailed project reports and/ or preliminary engineering for various trunk infrastructure components. Programme Managers have been appointed for some of the nodes for coordinating all the downstream activities.
6. Tender packages amounting to US$ 428.43 million have been approved by Cabinet Committee on Economic Affairs (CCEA) for Dholera Special Investment Region (DSIR) in Gujarat ; US$ 235.90 million for Shendra Industrial Area. Packages amounting to US$ 986.80 million for Bidkin Industrial Area in Maharashtra have already been approved by DMIC Trust.
7. EPC contractor(s) have been appointed for Dholera Special Investment Region and Shendra Industrial Area Projects. EPC contractor(s) have also been appointed for Integrated Industrial Township Project at Greater Noida, Uttar Pradesh and for Integrated Industrial Township ‘Vikram Udyogpuri’ Project at Ujjain. The work of development of Trunk Infrastructure is in progress in all these cities.
OTHER PROJECTS APPROVED BY DMIC TRUST ALONG WITH CURRENT STATUS OF THESE PROJECTS ARE AS UNDER:
1. Exhibition cum Convention Centre (ECC) in Dwarka
Cabinet has accorded its approval and Project Steering Committee has been constituted to steer the project.
M/s AECOM has been appointed as Program Management Consultants to take the various project developmental activities forward.
2. Airport Projects
Greenfield International Airport is being developed in Dholera in Gujarat. Land admeasuring 1426 Ha is in the possession of the State Govt. An SPV “Dholera International Airport Company Limited has been incorporated. No Objection received from Ministry of Defense and ‘In principle’ approval has been accorded by Ministry of Civil Aviation. Environment clearance has also been obtained from Ministry of Environment and Forests. M/s PWC has been appointed as the Transaction Advisor(s).
An Aerotropolis Project is also being developed as part of overall development plan of Khushkhera Bhiwadi Neemrana Investment Region in Rajasthan. The Techno – economic feasibility report has been prepared and has been approved by State Govt. Ministry of Defence has issued the No Objection Certificate for the Aerotropolis project in February 2015 and Site Clearance from Ministry of Civil Aviation (MoCA) has been received in November 2015. The process for the preparation of Detailed Project Report (DPR) has been initiated by DMICDC through Airport Authority of India (AAI).
3. Model Solar Project at Neemrana, Rajasthan
An SPV “DMICDC Neemrana Solar Power Limited” has been incorporated and equity has been released to the project SPV.
Lease deed has been executed and Power Purchase Agreement (PPA) for 5 MW plant executed between NTPC Vidyut Vyapar Nigam Ltd. (NVVN) & project SPV.
The project for 5MW has been commissioned as grid synchronization of the 5MW Solar power plant is complete & power feeding to the grid has commenced since 24th July 2015. Commissioning Certificate has been issued by NTPC Vidyut Vyapar Nigam Ltd. (NVVN) on 3rd September 2015.
PPA between M/s Mikuni India Pvt. Ltd., a Japanese company and M/s DMICDC NSPCL for 1MW has been executed. Implementation Document (ID) has been executed between M/s DMICDC Limited and M/s Hitachi Limited.
Data Purchase Agreement between M/s Hitachi Limited and M/s DMICDC NSPCL for 1MW Solar has been executed.
4. DMICDC Logistics Data Services Project
The Shareholders’ Agreement has been executed and project SPV by the name of “DMICDC Logistics Data Services” has been incorporated. Port Operator Agreement has also been executed with Jawaharlal Nehru Port Trust (JNPT) on 17th February 2016.
Operations have been initiated at JNPT Port with effect from 1st July 2016. 750,000 containers have been tagged/detagged till 30th September 2016.
5. Mass Rapid Transport System (MRTS) Projects
For the MRTS Project from Gurgaon to Bawal in Haryana, Final Detailed Project Report (DPR) has been ssubmitted andapproved by the State Govt. in February, 2016. The project is being included in JICA Special Rolling Plan for DMIC Project.
For MRTS Project between Ahmedabad to Dholera in Gujarat, final DPR has also been prepared and approved by State Govt. The project has also been included in the JICA Special Rolling Plan for DMIC Project in February, 2015.
6. Global City Project
Project SPV has been incorporated between DMIC Trust and State Govt.
The project consultants appointed by DMICDC for finalization of master plan is taking the study forward in close coordination with the State Govt. Land is in possession of the State Govt.
7. Integrated Multi Modal Logistics Hub in Haryana
Land admeasuring 1000 acres has been identified at villages Talot, Ghatasher and Bashirpur, Tehsil Narnaul, District Mahendergarh for the project. The State Cabinet has approved the proposal for acquisition of the land parcel through direct negotiations
Project SPV has been incorporated between DMIC Trust and State Govt.
Consultants for technoeconomic feasibility study and master planning have been appointed.
8. Multi Modal Logistics Hub and Multi Modal Transport Hub, Dadri in Uttar Pradesh
The consultants are being appointed for preparation of Detailed Project Report (DPR). State Govt. is under the process of acquiring land.
Discussions have also been initiated with Dedicated Freight Corridor Corporation of India Limited (DFCCIL) so as to provide connectivity to the site from Western and Eastern Dedicated Freight Corridor.
AMRITSAR-KOLKATA INDUSTRIAL CORRIDOR (AKIC)
Amritsar Kolkata Industrial Corridor (AKIC) project strutured around the Eastern Dedicated Freight Corridor (EDFC) and also the highway systems that exist on this route. The AKIC will cover 7 states namely Punjab, Haryana, Uttar Pradesh, Uttarkhand, Bihar, Jharkhand and West Bengal.
The Project intends to facilitate development of a wellplanned and resource efficient industrial base served by world class sustainable infrastructure, bringing significant benefits in trems of innovation, manufacturing, job creation and resource security to states coming within its Influence Region.
The consultant was appointed for preparation of Regional Prespective Plan for the AmritsarKolkata Industrial Corridor (AKIC) Region, along with undertaking Feasibility and preparing Concept Master Plan in each of the 7 AKIC States.
It is envisaged that after the completion of the prespective plan, the detailed master planning, preliminary design and engineering for the areas that will be made available by the State Government will be taken up.
BENGALURU-MUMBAI ECONOMIC CORRIDOR (BMEC)
Delhi Mumbai Industrial Corridor Development Corporation Ltd. (DMICDC) and UK Trade and Investment (UKTI) have been indentified as the nodal agencies on Indian side and UK side for this project. DMICDC has appointed M/s Egis India Consulting Engineers Pvt. Ltd. in JV with IAU iledeFrance & CRISIL Risk & Infrastructure Solutions Limited as consultant for feasibility study of BMEC.
The consultant has submitted the Prespective Plan Report of BMEC region. Government of Karnataka has identified 'Dharwad' as the first industrial node in Karnataka under the BMEC. Government of Maharashtra shortlisted Sangli and Solapur as potential nodes in the State.
CHENNAI-BENGALURU INDUSTRIAL CORRIDOR (CBIC)
Three Nodes namely Tumkur in Karnataka, Krishnapatnam in Andhra Pradesh and Ponneri in Tamil Nadu were identified for development as industrial cities.
Delhi Mumbai Industrial Corridor Development Corporation (DMICDC) has been designated as nodal agency to take over the project work of the CBIC region. The Environment Impact Assessment (EIA) Consultants are being appointed by them for undertaking EIA studies.
Selection of Consultants for Detailed Master Planning and Preliminary Engineering for Poneri Node in Tamil Nadu and Krishnapatnam Node in Andhra Pradesh is in progress.
The draft of Shareholders Agreement (SHA) and State Support Agreement (SSA) has been shared with State Governments. Institutional structure for Ponneri node in Tamil Nadu and Krishnapatnam node in Andhra Pradesh is being finalised.
VIZAG-CHENNAI INDUSTRIAL CORRIDOR (VCIC)
Action in respect of Reorganisation of Andhra Pradesh has been completed as the Conceptual Development Plan (COP) in respect of VizagChennai Industrial Corridor (VCIC) was submitted by the Asian Development Bank (ADB) in December 2014 as part of ECEC. ADB has identified four nodes namely Vishakhapatnam, Kakinada, GannavaramKankipadu and SrikalahastiYerpedu of Andhra Pradesh for development.
The Draft Final Report on Reginal Perspective Planning (RPP), was submitted to Government of Andhra Pradesh (GoAP) in February 2016 by ADB to solicit their feedback. Master planning of all four nodes as identified by ADB in their COP commenced on 21st March, 2016 and is likely to be completed by March, 2017
